Changes to theme colors for a copied site don't propagate

Create a site using theme colors, then copy that site and change theme colors.
The change to theme colors is not propagated to the sections using theme colors.
Also, when using the theme color picker in a section, the colors to select from are not the new ones from the current (copied) site, but from the original site.

On a subsequent change to the colors for that theme, the color are available in the sections right away.
I will copy more sites soon and will observe if that behavior only occurs after the colors in a theme are edited for the first time after the site was copied.
